The Texas Department of Public Safety renewed an appeal on October 16 for information about the 1995 killing of Celia Loya, a 30-year-old El Paso woman. The Texas Rangers and El Paso Police Department are seeking people with knowledge of her activities or the circumstances surrounding her death.
Loya called colleagues on February 7, 1995, to say she would be late to work but never arrived, according to the agency. Her husband later found her dead at their home on Lake Champlain Street. Investigators reported evidence of a struggle and fatal blunt-force injuries.
DPS said investigators are particularly interested in people who saw Loya or were in the area that morning, as well as information about suspicious activity. Its release states that investigators pursued leads, conducted interviews and examined evidence over the years, but no arrests had been made.
The announcement does not identify a suspect or announce a charging decision. Information from the public is an investigative lead to be evaluated by authorities, rather than proof of anyone’s involvement.
DPS said the featured-case reward was increased to as much as $6,000 for information leading to an arrest if the tip is received before the next featured Texas Rangers cold case is announced. That time condition matters; the announcement does not make the higher amount permanent.
To qualify for a cash reward, tipsters must use the specified Crime Stoppers channels: 1-800-252-TIPS (8477) or the online link in the DPS announcement, selecting the designated cold-case options. The agency’s source page provides the direct submission link and full eligibility instructions.
